FSTED Council Elects New Slate of Officers

The Florida Seaport Transportation and Economic Development Council (FSTED Council) recently elected a new slate of officers for the 2025-2027 cycle.

Joshua Revord, P.E., Port of Fort Pierce Port Director, was elected chair, Joseph Morris, Port Everglades CEO and Port Director, was elected vice chair, and Lance Scott, Port of Pensacola Port Director, was elected secretary.

“Florida’s 16 deepwater seaports are major economic drivers for the state, moving over 100 million tons of cargo each year across the globe, and turning Florida into the ‘Cruise Capitol of the World’. Our ports play an essential role in supplying critical commodities, like food, fuel and healthcare supplies, that are fundamental to our daily lives, economic stability and overall well-being. I look forward to supporting the FSTED Council’s continued, proven stewardship of our seaports through strategic and timely investments,” said Joshua Revord, P.E., Chair of the FSTED Council and Port Director, Port of Fort Pierce.

The FSTED Council is charged with carrying out Florida’s economic development mission through implementation of seaport capital improvement projects at the local level. Its members consist of port directors from Florida’s 16 seaports, and representatives from the Florida Department of Transportation and FloridaCommerce.

JOSHUA REVORD, P.E., CHAIR: A native of St. Lucie County, Revord leads the St. Lucie County Department of Port, Inlet & Beaches, and previously served as the Senior Coastal Engineer for its Erosion District, and the county’s 21 miles of Atlantic shoreline, including Fort Pierce Inlet. Revord is a registered Florida Professional Engineer and holds a bachelor’s degree in ocean engineering from the Florida Institute of Technology, and a master’s degree in coastal and oceanographic engineering from the University of Florida.

JOSEPH MORRIS, VICE CHAIR: Morris began his tenure as CEO and Port Director at Port Everglades in July 2024, after having served as Port Director, and previously Deputy Port Director of Operations, for the Massachusetts Port Authority. He holds a bachelor’s degree in business management from the University of Phoenix, and a Lean Six Sigma Green Belt Certification, and has successfully completed the MAGNUM and MAGNET accelerated leadership training programs through APM Terminals.

LANCE SCOTT, SECRETARY: Scott brings extensive experience in port operations, logistics and economic development to his newer role as Port Director at the Port of Pensacola. With a strong background in maritime industry management, Scott retired from the U.S. Navy as a Rear Admiral, having served more than 31 years. He is a graduate of the U.S. Merchant Marine Academy, where he received a bachelor’s degree in marine transportation. He also holds a master’s degree in national security and strategic studies from the Naval War College.
