New Funding Opportunities for the Seaport and Transportation Industries
ILC Infrastructure Support Program
The purpose of the ILC Infrastructure Support Program is to provide funds for roads, rail facilities, or other means for the conveyance or shipment of goods through a seaport to or from an intermodal logistics center. To be considered eligible for funding under the Intermodal Logistics Center Infrastructure Support Program, a Project must meet the criteria established in Section 311.101(3), F.S., and in 14-118 FAC. Projects are eligible to receive a maximum of $2.5 million, which must be matched by the entity.
The PSGP provides funds to state, local, and private sector partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The FY 2019 Homeland Security Appropriations bill provided $100 million for the PSGP. Because this bill was passed in late March, there will be a condensed and expedited schedule for the PSGP and many other discretionary grant programs.
The bill provides a total of $92,730,000, to remain available until expended, for the port infrastructure development program authorized under 50302 of title 46, United States Code. MARAD is directed to provide grants for infrastructure improvement projects for the 15 coastal seaports that handled the greatest number of loaded twenty-foot equivalent units (TEUs) of foreign and domestic containerized cargo in 2016. Of the 15 coastal ports eligible for the $92,730,000 set aside, three of them are in Florida: Jacksonville, Miami, and Port Everglades.

BUILD Grant
The bill provides $900,000,000 for national infrastructure investments, to remain available until September 30, 2021. Not more than 50 percent of funds awarded shall be from projects located in a rural area with a population of less than 200,000 and not more than 50 percent shall be for projects located in an urban or suburban area with a population of more than 200,000.
