Every export transaction has potential risks for the exporter, freight forwarder, and carrier. Florida companies, corporate executives, and even export managers have been investigated, arrested, convicted, and imprisoned for export violations, or had to pay monetary penalties in administrative cases. The primary Federal agency responsible for enforcement of the export control regulations is the Bureau of Industry and Security (BIS), within the U.S. Department of Commerce. The Office of Export Enforcement (OEE) of BIS prevents, investigates, and assists in the sanctioning of illegal export of items to protect national security. OEE Agents are sworn law enforcement officers with authority to make arrests, execute search warrants, serve subpoenas and detain and seize merchandise about to be illegally exported. Robert Luzzi recently retired as the Special Agent-in-Charge of the Miami Field Office of the Office of Export Enforcement.
